if it is a used pump, these have a tendency to have a little rust. just get some pump pliers and rock the shaft gently back and forth. then plug it back in.

A broken jet internal would allow water to run back up the air lines and contaminate the air lines on all jets that are on the same manifold allowing no air to incorperate into the jets stream resulting in low pressure

1 year mfgr warranty and a possible stuck impeller (from debris) or bad motor bearing(s)... You will need to disassemble the pump and inspect the impeller by rotating it and check the motor for a seized bearing and bad shaft seal. Replace both bearings and shaft seal may resolve the issue. If the motor and impeller spin freely, then you might have a bad motor start capacitor. Some motors have a mechanical governor that can get stuck on the high speed switch and the motor will not spin until that is repaired. These type of pumps require some knowledge and skill to overhaul. Seek professional assistance to prevent damage.

Something is binding in the pump try the impeller to see if it runs true when you have it apart. It may be cross threaded on the shaft. This is a common problem if you have a air leak in your system.

It could be the pump is bound up but it is more likely the motor is failing. It may be a small part such as the capacitor or the starting switch, but could also be more severe such as the winding itself. You will also want to examine the shaft where it passes thru the pump and motor and look for signs of rust from a pump seal leak.
If you are not familiar with testing these parts your best bet would be a local electric motor repair shop to see if the motor can be repaired or if it would need to be replaced. They should also be able to ensure there is no pump damage.
