Check the screen aspect. The picture has different setting that you can use. You might have your tv on a strech screen.

The picture is too big for the screen. The four buttons will only adjust colour and contrast - not size


To adjust the screen size (resolution) you have to right click on an empty place on Desktop, select Properties and then Settings. Under screen resolution change it to more, until it shows under it 1024x768, or even bigger if you want and it is possible.

White lines at the top 3-4 inches of the screen.

There is a service menu that controls such things as picture size etc. and that's likely where adjustments have to be made.
Unfortunately I'm not sure how to get into it. That information should be here somewhere, search for your tv brand and "service menu".

You may be able to adjust the picture width and height if there are controls. Look at the back of the set for holes labeled V.Size and or H.Size, these are the Horizontal and Vertical size controls. You'll need a small screwdriver (3/16) to insert into the control and adjust.
If there are no controls then it may need to be serviced as there are capacitors that have failed which are causing the picture to change size.

Connection to MAC Mini


No changes can be made to the picture size on the panel. Most PCs have a facility to reduce the size by software means to correct this sort of problem (for example in 'Display properties'). As for the Mac; since it's not my area of expertise I can't say for sure but I'd be suprised if it didn't have this feature.
