Question about Toshiba 32HFX71 32" TV
My remote only works at a distance of one inch from the sensor window.
All functions work , but only at that distance.
The same happens with a universal remote.
I have read suggestions to resolder the sensing IR LED to rule out cold solder joints.

Since the problem is common on two remotes, the source of your misery has to be inside your set, not with the remote.
The receiver in the set may not be positioned as it should be since it is rare to have either end go 'a little bad.' They generally will fail totally instead.
Any shop that services TVs will have a simple pen-like detector that will tell you if the remote is putting out enough signal to work as it should.
If your set has ever been repaired, the main board may not be sitting in the slots that act as supports.
You might try to hold the remote in several different positions; holding it below the IR window and pointing it upward, the same for each side and then above the window. If it seems to respond better from one or the other angle, then the receiver is not sitting square behind the window.
