Question about HP PSC 1610 All-In-One InkJet Printer
This happen after a jam was cleared!
Most probably there's still a bug, insect or just a small piece of anything caught between the roller or wheel after you cleared a paper jam otherwise a spring, hook tension-er across the roller is not in-place.

SOURCE: How to Clear carriage jam
Dear it's the carriage jam error. so it mean that your carriage is jam not paper. so open the printer where you insert the cartridge. check whether it is jam or what . cartridge carrier is jam kindly turn off the printer and try to move the cartridge head by hand very gently and if seems to be stuck than check for anything which abort him to move freely so than might be anything like dust or else. when you get success in moving the head put some machine lubricant on the rod on which head moves and check it ok.

as the copier works its not a hardware concern.if the scanneris not found it means the drivers are not installed properly.Try uninstalling the drivers completely from the device manager as well as the printer and faxes and the scanners and cameras(if possible delete the ebtries in the registry as well that are related to the software and the VID and PID keys from there). Then try a plug and play.....see if it works....

1) Power Off.
2) Disconnect USB cable and power cord
3) Clear the paper jam from the back of the unit by opening the rear access door. Turn the dial on the rear access door counter clockwise, and then pull the door toward you to remove it
4) Gently remove any paper from the rollers. Get all the pieces - any bits left inside will make it more likely to jam with future use
5) Reattach the rear access door. Gently push the door forward until it snaps into place
6) Reconnect the cables and power cord.
Try your print job again.
