In a reasonably Dim room not bright sunlight Dial 1809#*900# enter the Engineering section scroll to others then Proximity then recalibrate the sensor, mine worked perfectly after that tip

Since you have done all the necessary checks and the phone still stays on silent, then the problem is from the speaker which is where ring tones come out from when you receive a call or text message
The solution is to have the speaker replaced because it is no longer working. A repairer can help you replace it if you cant do it yourself.

Had the same issue.
It was the proximity sensor needed re-calibrating.
Can't remember the phone number to do this.
Hope this helps to narrow the solution.
