Rings??? Do you mean the thermal protectors?? Some are normally open, others are called a fan switch, and only close if the unit gets too hot and then it closes to turn on the fan to cool the unit. Need to know which one you are checking. A limit to shut down the unit as protection, or a fan switch to turn on the fan to cool the unit down.

1. Turn on the Player.
2. Press the Open / Close button, (keep tray open)
3. Press the Clear button.
4. Press 1,3,6,9.
5. Press the Region you want, 0 for Region free.1 for Region 1 and so on
6. Turn your player off and then back on.
N.B if the hack does not work you may find you have to ommit step 3 and try again.so the hack will be

4.Press the button for the Region you want, 0 for Region free, 1 for Region 1 and so on.

You can open manually using small metal stick (metal paper clip). Turn off PC, poke small hole (under the tray) gently. Check the rubber ring (like fan belt that goes to electrical motor), it might too loose.
Most Hoover uprights are a "fan first" design, meaning that all dirt enters the motor , hits an impeller fan and is blown from there into the bag. You will need to open the vac, remove the belt and two C shaped clamps holding the motor in place and remove the 4 screws holding the fan cover. Look for a broken or damaged blade on the fan. It is a threaded fan and can be purchased at most vac shops. Reassemble in opposite order. Post back to advise what you find
Jusy had the same problem. The player worked fine until one day I went to use it and the tray would not open. The belt had streched and was too loose. Since the player is quite old finding a replacement belt was next to impossible. So I went to the local hardware store and bought a Danco #56 rubber O ring (Stock# 35770B, 1 1/2 O.D. x 1 3/8 I.D.) I replaced the belt with the O ring and it works perfectly. The original belt is a V belt but the O ring seems just fine. Important that you do not get one any smaller because it may stress the motor drive shaft and bend it.
Get a new belt, then remove the bottom plate. The belt goes around the brush roll and the motor shaft. If you don't see the motor shaft, then you will need to remove the top cover to get to it. The belt will stretch to go from the motor shaft to where the brush roll sits in. If this model has 2 belts, then the drive belt(flat) goes from the motor shaft to the bigger pulley close to the brush roll.

Enter region (0 = multi-region)
Close the disc tray
Turn the player off

Press 9, 7, 3, 5 (or 1, 3, 6, 9 for the "suffix B, C, D" model)
The setup menu will appear
Press RIGHT to move the cursor to highlight the regions
Select region using UP/DOWN (0 = multi-region)
Press ENTER (or try the instruction for MVD-2020 above)
The main flat belt you describe is probably the capstan belt. The "flywheel" you describe drives the capstan. I don't know the model number of your deck (it would help if you could say what it is), but I'm pretty sure that the flat belt should go around the big flywheel and then around a motor pulley that should be very close to the flywheel. The motor should spin the flywheel even if the play/FF/RW buttons are not engaged. This might sound funny, but the other "O" ring belts might be very important (control motor belts) or not that important at all (tape counter belts)--it depends on the model number of the deck. One more thing: Every healthy capstan belt I've ever seen is NOT sticky and does NOT glom onto itself. That belt sounds like it is very old and needs to be replaced.
