Does your speakers connect to the back of the computer or or they 'mounted' on the monitor?
the humming means, there is sound but the connection is not correct.
What were some of the 'troubleshooting' suggestions that you did, so far, and from where did you get them?

Plug in pc audioand the curser hums and clock sounds seconds.

If you are plugging your speakers into a front panel audio jack moving the mouse can cause interference to come through the speakers. Try moving the audo plug to the port on the rear of your tower.

The optiplex 360 does come with internal speakers(it's in the spec sheet as optional), we bought them for our entire IT department and they worked fine on XP and vista, but when we put 7 on them, we can't get the internal speaker to work.

Scratching (static) noise coming from computer speakers

I foudn this in anther forum:
I have an ASUS motherboard P5E3 Premium. The audio that came with it was the Sound Max audio. I also noticed abnormal sounds coming from the speakers. They included sounds during hard drive activity and also with mouse movement. They were not loud but noticable. I searched all over the web but didn't find the answer. I stumbled across the fix myself. I also have vista-64. In the sound control panel > speaker properties > levels... there is a pc beep slide bar. I noticed that if it is disabled then the abnormal sound went away completely. Problem solved. Hope this helps.
