I have a Targa DRH-5600x dvd / hdd recorder (bought at Lidl a few years ago).
When we have a power failure the date / clock settings "disappear". I then have to reset the information. This is frustrating and annoying. I assume that there must be some kind of backup battery that needs to be replaced, to prevent this situation. If so, please advise as how to go about fixing the problem.

You can most likely remove the HDD and hook up to a PC with a USB - HDD dongle. This will/should allow access to the data on the HDD, this could then be copied off to the PC's HDD, and then converted or played, to do this you will have to get and install the correct CODEC, used to do this.
well one solution may be the speed you are recording at. L.P. recording on a dvd often creates this problem. but usually it is when you copy dvd to dvd, not mini dvd to dvd Never record more than 2 hrs on a disk there are programs for a work around that reprocess the dvd vob file with adjustments for the sync. could also be a hardware problem is your mini dv long play source as well?
Try switching it over to DVD . Because you may still have it on HDD when you put the disc in it may be that the unit is still thinking you are on HDD and don't recognise it as a disc just the hard drive
