Is there a reset, restore button on the monitor? If so, press it. If this doesn't solve the problem, start Windows in Safe Mode by pressing on the F8 key as it is booting. When you get the black & white menu, choose safe mode. You should be able to change the resolution to a really generic one (like 600 x 800) here to allow you to start over. You may have set the refresh rate incorrectly in the display screen, too.
When your computer is starting up, hit F8 and you'll see the safe mode, safe mode with networking, etc. screen...You should see a choice that says "enable vga mode". Select that and windows will start and the os will select a screen resolution for you. After that, everything will work fine...I hope.
