Mouse Cursor just goes Vertical, Up and Down can't do anything else, or Horizontal.

Try with another mouse. If the mouse is with a ball, open the mouse and clean the wheels inside.

I started my desktop and the mouse will only move side to side not up and down

Try using another mouse and see if the problem stays with the mouse or not. If you are using a ball type mouse instead of an optical mouse then there might be dirt inside the roller ball assembly.

HP Pavilion vertical scroll bar resists pointer movement, moves erratically on its own

If you're using a ball mouse: Take the ball out and rub it on your jeans. Then clean the rollers while holding the mouse upright. Side to side motion will remove any gunk.
If you're using a laser mouse: Get a solid mouse pad. Repeating patterns (as in stripes or text and wood grain) cause mouse to get confused.

My mouse pad is erraatic and jumpy, wont go where ...

If you are using a track ball mouse then service it properly and also remove the ball and clean it

If you are using a optical mouse than change the pad or keep any book under it if again your mouse doesn't work buy a new one

Mouse pad inactive

if it is a laser mouse, try cleaning the laser. if it is a ball mouse, remove the ball and try cleaning the inside where the ball sits. if that doesn't work, check the cables including the part that connects to the computer.

Mouse only moves up and down not side to side

If it is a PS/2 mouse with roller ball, the horizontal wheel sensors are gone. No sense in trying to fix this roller ball PS/2 mice are really cheap. As far as the USB mouse you may have to install a driver. Depends on the operating system.

My mouse cursor does not move when I move my finger across my mouse.

I'm assuming you're moving the whole mouse, and not just using something like a trackpad. Pick up your mouse, and turn it upside-down. If there's a ball, grab a can of compressed air, squirt it into the edges around the ball, and roll the ball around. If there's a piece of glass, there's supposed to be a red light, called a laser, coming out of that. If there is no light, you'll need to get your mouse replaced.

If it's a ball mouse, open it up from the bottom (in most cases) and blow it out with compressed air.
