Hp pavilion 513n power up problem

when power is turned on it stays on for a few seconds and goes off. The cpu fan and case fan does the same. The power indicator on the front panel likewise. Help me trouble shoot this problem I suspect maybe the power supply, how can I test this unit?

replace the cpu fan if its not spinning fast enough the computer will turn off so it doesent over heat and damage the cpu
