I would like to try something here. I would like you to hook the hard drive up to your computer either through the enclosure or better if you have a usb adapter that simply slips onto the sata connector. Once this is done listen for the tone of the computer recognizing the device. It doesn't necessarily have to be recognized as a hard drive. Now, open the control panel and open administrator tools. Open computer management and on the left pane near the bottom click disc management. All of the discs currently hooked to the computer will show is the right pane whether they are active or not. If the disc shows here than it is alive and can worked with. Right click on the disc in question and see if it gives you the option to "Initialize". Some of these enclosures that have their own firmware will sometimes de-initialize a hard drive that has been previously activated. If this is the case, then you can "initialize this disc once more and partition it for use. You will lose your data but the drive will be useful once more.

sounds like you are using the wrong power supply. Check the amp output on the power plug you plug into the wall make sure its the same as the amp input of your external harddrive

Plug the drive into your PC.
Right Click on My Computer (or Computer in Vista/Windows 7) and select Manage.
Click on Disk Management.
Right Click the Volume in question and select Format. Select FAT32 in the options.

You need the device drivers for Win-7 for that hard drive to work. You can try to locate one on their website, but I couldn't find any....
