The processor has nothing to do with it. Definetly your system is infected by a virus or a trojan or spyware.Please download free antivirus like QUICK HEAL and make a thorough scan. If this doesnt solve, the IC [circuits] of your chipset might be overheating.The general symptom for this is the computer freezes and refuses to perform any tasks after few minutes of loading the os.
First please make a scan and also post the picture of your taskmanager showing the different processes running.

Goto BIOS of your computer and enable " QUICK BOOT" it will solve your problem. Plus i would personally recommend you to Format your C:\ Drive and reinstall windows (Windows XP SP2 is the best option for fast performance). After you install Windows i would also recommend you to Install any Anti-Virus and Scan your computer for viruses.

Hanging while using internet

It is probably because your internet connection is slow or you lack bandwidth. You have a fast computer and if you've wiped the hard drive and reinstalled windows then its unlikely that it is a windows problem. Also if you're using a modem instead of a dedicated connection they do tend to be rather slow managing only up to 56k per second.
