This is a very common issue. I have repaired the issue and have even experienced the problem on one of my own BlackBerry phones. The charging port, the USB port that is, must be replaced. It is quite the annoying problem but getting the USB port repaired would be your only option. Other than that, take a look at the port, see that all the pins look okay and maybe you can get lucky.
Remove the back of the phone. Pop out the battery. let it sit for about 10 minutes. Replace the Battery & the back cover of the phone. If the phone starts up, then let it start and immediately plug in the charger and let it charge for 1/2 hour before you touch it again. If the phone does not start up then do not try to start it just immediately plug in the charger and let it charge for 1/2 hour before you touch it again.
