My IBM Laptop will start and power up then go into a black screen with white writing saying the computer had not started properly and goes into options to try and boot up but after i choose one, it get's to windows then loops back to boot up again.

I guess you were running Windows 7? If so, reboot the laptop, as soon as you see the IBM logo, press F8 continuously to get to the safe mode menu. If you still see the flashing cursor, I believe the windows boot up files are corrupt. You have to re-install the OS. Your laptop comes with a recovery disk or some support software. Use those to boot up and follow the menus. Another option, how old is your laptop? Do you still have warranty? if you do, call IBM support and they will guide you.
Hook up to external monitor .. Does the pre boot screen pop up (black and white writing at start ) ? If display runs on external monitor then your screen needs replacing usually or if you see a vague image on laptop screen then inverter or backlight is gone .. if no display on external and no pre boot screen probably the graphics chip on laptop has malfunctioned.
If your Laptop is booting and you are able to here booting sound, then only problem can be in laptop LCD Panel are LCD to motherbord internal cable. In both the cases you can not fix . contact any laptop expert person he will do that for you.
remove the battery and adapter. press power button for 30 sec. then connect the adapter. press power button. if this didnt work. you need to ask for an help of a local tech to check for the video card and cable.
Prior to having this problem were getting any messages stating that your computer was unprotected. What kind of security does your brothers laptop have.
Sounds like you may have a bug, you could try re-ionstalling everything fresh, it may need a driver update. Check the funtcion keys. Sometimes you can turn up the screen contrast by holding the function key and hiiting the function key that looks like a white and black sun, Black is for darkewer, white is for brighter.
Also, ost laptops when on battery power, will auto dim to save battery power.
