Question about Samsung LN-R408D 40 in. LCD HDTV
This Samsung LN-R408D TV has a small surface mounted fuse that has failed on the T-conn board (the small circuit board at the top center of the LCD panel as viewed from the rear)
The fuse is mounted slightly above the LVDS cable connector and the component marking next to the part may begin with a "F". Replacing the fuse with another fuse, or a thin wire filament, or a jumper will restore full functionality to this TV.

Try unhooking the LVDS cable from the controller board and see if it does the same thing. If so you need to replace the LCD panel.
