Get into the BIOS (setup), and fix the boot preferences! Hit delete key or F2 or F8 or F10 as soon as you see ANY text on the screen, from a powered-down state! I don't remember which key you use to get into BIOS on HP machines, so try the ones I just told you about. Set it to boot from USB devices, if that is your goal!

I have read your problem and I think its a sure case of gone RAM.
Replace the RAM with a new one and your system will work fine.

If you can log in by pressing the f8 key in safe mode, then try the system restore. If it doesn't work, it could be very well be a hardware failure.
