Is the problem that you're not able to turn the wlan on/off or doesn't F2 work at all?

Please make sure physical switch in front or side or keyboard short cut is put on, then ensure there it in on in software, go to networks and settings and enable the icon of WLAN if it is disabled.

Please elaborate it a bit more. Did u change the boot priority in BIOS? Ideally it should boot from hard-drive first & then from other boot devices if hard-drive doesnt work.

May be this some conntact in the motherboard or chip heating because in this notebook the cooling system is not so good.
Or, may it be from adapter because in the jack cable when I mesaure the voltage is about 14,2 V approximatly. And I don't understad why is this voltage when mY adapter is 12V. The cable I put it my self becaus the old one is damaged but adapter is the same.

Get a can of compressed air, attach straw, slightly lift button and blast while working the button, repeat several times.

None found at Cebu City.

My laptop, a Model Number x83vm1, did the same thing. Insert the Windows installation disc that did the came with the lap top. Now, if you want to keep the files on the computer, click for repair installation. That should fix the problem.
