SOURCE: i have a packardbell easynote

If windows see the DVD drive that means the hardware inside the drive is working, but if it can't read any disk the laser is likely dead. They only last 2,000 hours. Or about 4 years of regular use.

From which store?

The preinstalled copy of Windows should have the correct device-drivers for the camera & video-card.

Reinstall Windows, from the supplied "System Recovery" set of CD/DVD disks,
to reload those device-drivers.

Or, if it brand-new, take it back to where you bought it, and exchange it.

Packard Bell Easynote E2316, DVD drive. My DVD drive will allow me to write to DVD+R related media, but does not write to DVD-R media. Usually I am pretty good with finding out the reasons why, but...

Sometimes, the specific brand and manufacturer of the media is an issue, not the DVD+R or DVD-R style.

A lot of the time, a firmware update to the DVD drive allows the DVD writer to work with a broader range of blank media.

Since this model is so old, Packard Bell does not offer firmware updates. If you can identify the manufacturer and model of the DVD drive in the laptop, you may be able to locate a third party firmware installer at places like www.rpc1.org.
