If you mean the TI-30X IIS then the shift key is the yellow one in the upper left corner of the keyboard, marked "2nd".

Press [2nd][OFF] to turn it off. If it is the solar version, just cover the face of calculator with the slide cover.

Use the (-) key to the right of the decimal point. Use this key for entering any negative number.

For the arctangent press INV then TAN. The INV key is two up and one left of the "7" key.

The inverse of what&? Each inverse function uses the same key (shifted) as its direct function. For the reciprocal key look for x^-1 or [1/X]
