If I undrestand this correctly, this was a windows update? In some caese after a windows update, a restart is required and during shutdown and restart it configures that update. If the computer is shut down, "unexpectedly" or shut down before update is finished, then the update won't complete. If this is what happened, shut down computer by pressing power button on front of tower. Start system back up using on/off button. When screen comes up with options to start mormally or..., arrow up to "start in safe mode". Wait a couple of minutes and a window will come up "what is safe mode". Scroll down in that window until you see "what is safe mode", highlighted in different color, and click on that. It will take a couple of minutes, and another window will come up where you can scroll down to "start safe mode", click on this. This will take a couple of minutes and a window will come up with a suggested restart time and you will see a box "next". Click on the box. You should see the update in the list of things that come up. Click on the process just prior to the update and click "start or next". This will take a little time and will restart your system. When it comes up, let it think until you see a message "system restore complete", click on ok. Now you can click on start, find control panel and click on to open. In your list find "windows udate". Right click on and open. At the top left of screen you will see "check for updates" and click on that. It should recommend the update you just removed. If it it "important" check box, and install. Restart when update is finished and give it the time to do it's configurations.
If I misunderstood your problem you can let me know at "add a comment" or try reposting. Make sure you clarify between a "windows update" or a "windows upgrade".

Sometimes Windows updates do not work due to hardware compatibility problems. So updates should be taken very cautiously. I am sure you must be having a lot of data that you do not want to lose. If you reinstall Windows to the same Windows folder, then you will loose all My Documents and My Pics, etc folders. So, what you can do is to reinstall Windows to a different folder, eg, WINXP or some such. You will get a new My Documents. But your old one with your data would be available in C:\WINDOWS folder.

Windows will not start up

Have you tried pressing F8 as the computer is booting? Press it repeatidly as the computer starts. If the computer is not that far gone you should get a Multi-options menu-choose safe mode, then post back after you get into safemode. Post back if you cannot get onto safe modeand let me know the results
