Try a different port or a port on a different section of your machine. USB controllers and USB ports can go bad from time to time. You can always add an external USB hub to any of your working hubs.
It could also be that whatever you're plugging in is not formatted correctly, or isn't powered on if it needs power. Also, try rebooting your machine to see if that fixes the recognition.

Forgive me if this sounds over-simplistic, but have you tried turning the drive off and switching USB ports? Switching USB cables? Making sure you're using the right power cord for the external (I have multiple, and so I always have to check)?

Sometimes the controller boards go out. Given that data recovery is over a grand and a new external hard drive is about a tenth of that, I'd first explore any possibility of simple solutions, and if that didn't work:

Search for "open external enclosure" plus the brand of hard drive it is.
Unplug the drive.
Crack it open.
Disconnect the cables inside the case, and remove the drive inside.
Go to your local computer store (or go online) and purchase something like this:

Attach the hard drive from the external enclosure to the device and plug it in USB.

If the controller card was the problem, the computer should recognize the drive within a few seconds, install necessary drivers, and you'll have access to your data again.

Wow ! you have gone to a lot of trouble,,,,,have you tried to plug in an external monitor and check the results,,,,,the fn and function key will switch between internal and external monitors...the 2 beeps and poor display tells me ur mobo is shot but confirm by doing the above

It is common problem on most of the PC USB ports does not recognise external hardware.It is mainly due to lack power supplied by the USB Ports..You can try with Old Pentium4 maschines.IT Reads well..

Another thing dont use extension ports to plug external HDD..always use backside on board ports.\

I had the very same problem. My computer stopped recognising the drive. On the other hand I had it working quite a long time. I suspected it was just overworked. So I switched it off, let it cool down, ( I used an old admin trick and put it in the fridge for a few minutes, in a plastic bag), restarted the computer and connected and powered up the drive. And Voila! It's working great again. I don't know if they have some overheating switch but this worked for me.

You need to get a Seagate Harddisk Utility software to check the disk intergrity.

Although hardware issues like can sometimes be very difficult to fix due to the impact on a volatile component on the harddisk which are most times not replaceable

to clear cosmos(reset bios) remove rtc battery for a few minutes then replace ;restoring bios to factory set.
battery looks like large digital watch battery.usually located(but not always) underneath keyboard.
