This password would either be because the hard drive is encrypted, at which point you would need to re-install the operating system if you do not remember it, or it would be a BIOS password for boot which you would need to open up the laptop to reset the bios. Here is a link to the process for doing that

My brother's samsung r530 wont boot up as it is asking for a password before booting up window 7 what should I do?

That is most likely the BIOS password, the best solution would be to ask your brother for the password so that you can boot to Windows and use it.

Upon boot up the computer is asking for a password (I don't know the password). I can get no further than this point.

If you are using windows xp , you can restart the laptop and press the f8 function key repeatedly until you come to a screen for boot mode selections. use the arrow keys to boot in safe mode. once in safe mode you can go to the controlpanel(user accounts) and delete the user password. then simply restart the laptop to gain acess normally. at this point you will no longer be asked for a password.

Asking for password on boot up password not known, after three attempts massage is system halted

Sounds to me as if there is a power on password set, can you get into the bios? try pressing <delete> or F2, if it asks for a password then you will need one to access the CMOS, within the CMOS is an Administrator password as well as a power on or user password, those have to be cleared in order to boot or the proper password entered at start up in order to continue the boot process

your motherboard's configurations is set to ask for password as soon as booting
try using the password Toshiba ( with capital T ) or toshiba ( small t ) .. normally that's the backdoor password for Toshiba laptops .. if either don't work .. try to hold the left Shift key as soon as you boot the pc .. this also can be a solution to bypass the password.. if none is working let me know :)
