Check the inlet hoses; if the catch screens have sediment build up, that will reduce the pressure of the rinse water. Also, look for missing plugs on the rinse arms...

Have you tried checking the filter in the bottom of the dishwasher, if this is blocked it will keep churning the waste matter around on each wash cycle and just drain the water away
