I will assume you are using windows...
Restart your computer in Safe Mode (press F8 when it starts loading and select that option from the menu that shows up)
When it is loaded, log in as Administrator, then go to Control Panel > User Accounts > your username, and change the account type to Administrator.
Done! Restart and boot normally.

Go to control program. Select user accounts. Make sure the user you are using is an administrator user. If not turn that option on on setup a new user that has administrator privliges and logon as that user.

If you are logged in as any other user,then the administrator has set up restrictions on the control.So to send photos and other data log in as administrator or ask the administrator to give full control to others user.

Control panel not responding


I asume you are getting this error "This Operation Has Been Cancelled Due to Restrictions in Effect on This Computer" http://support.microsoft.com/kb/278839 This is cause when your computer administrator is trying to keep you out of certain areas of the computer, in your case the control panel. Ok if the virus and its drops is actually been removed. Then try to use REMOVE RESTRICTION TOOLS. it is a stool tool. Goggle it, download and run. Then reboot your computer. It runs on XP. Don't use it in Vista coz I still not tried that.

Log off and Log back on as an administrator. You are most likely logged on as a user with limited privilages.

Control panel


The problem is that you do not have administrator rights on your computer for this user. Logout and then log back in as the administrator. Then you will be able to access the control panel user accounts. If you can't log in as the administrator or another user that has administrator rights, there is nothing you can do.
