In my opinion, your Acer took a static shock.
This worked once. Take the battery out. Unplug the charger.
Hold the power button down for one minute.
Do not replace the battery but boot the laptop with the charger only.
Replace the battery later. This worked for me for a year, then it did it again.
You will find that the PCMCIA card is the only thing that will work.
Use a external usb keyboard and an extra usb mouse and you will be able
to use the laptop, albeit handicapped.
I used my laptop this way for months and one day it just came back all by itself.

How are you doing? Try the steps below. In 80% of the cases the issue will be resolved.
Here are the steps:
Step 1: As you said you cannot use the key board and mouse there is no way you can go to bios to do bios default. so At the bottom of your laptop you have two compartments. One willbe the RAM compartment and other will be hard drive compartment.
Remove both out of the laptop. Turn on the laptop. wait for 1 minute than turn off the laptop.
Now remove the batter as well and also unplug the AC adapter. press and hold the power button for 1 minute. This will remove static charge.
Now put every thing back. I mean reinser the RAM, HARD DRIVE, AC ADAPTER and BATTERY.
Now turn on the laptop And do a complete PC recoverey using the Recovery CD. I mean do a complete format of the system using the CD.
I am sure in 80% of the cases this should resolve the issue.
If the issue persists than it is a clear sign of hardware malfunction. Mother board needs to be replaced.
Thank you. Best of Luck.
