After refilling the spa the 220 GFCI keeps tripping so the heater will not operate
Assuming there aren't any other faulty electrical components your GFCI will trip as a result of the heater element short circuiting.
Typically this happens when water infiltrates the heater element's protective outer coating and comes in contact with the internal heating coil. The culprit could be corrosion but usually it is a pin sized hole in the element which will lead to a short circuit.
When this happens the element has failed and cannot be repaired it must be replaced.

you have one jandy valve ( the suction valve in front of the pump) that is not working right when you press spa mode. have someone watch the valves to see if they move when you press spa mode and heat inside the house. if the one in front of the pump does not move and the switch is in operating mode then that valve is bad and will have to be replaced.

Pull the cover off the control panel. You will probably find a button which would be accessible from outside the panel with a paper clip or pencil but is unlabeled. On the board itself by the button, in small letters it should say "reset". Push the button and see what happens.

Use a thermometer to check the actual temp of the water to see if the units temp probe is accurate. Also what is the max temp allowed by the spas safety program...owners manual.
