Is regular electrical solder ok to use on replacing ICs?

Normally these type of boards will have SMD type [Surface Mount Device]; ICs will be diretly soldered to the printed circuit board. Most of them are soldered to it by CNC machines [Computer Numerical Control]; and cannot be replaced by normal desoldering and soldering methods. Most of these boards, say upto 98% must be replaced as card replacement. OK.

These ICs are located behind the black heat sink; you can see once you open the back off the TV. Thanks for using FixYa. 3 blinks issue means failed convergence (STK) ICs which needs to be replaced. To do this yourself you should require some basic knowledge about soldering-re-soldering components. To start with you’ll have to open the back of the unit and then replace the ICs (STK ICs) which are located behind the black heat sink and also check the resistors as if they are short the ICs might blow again after sometime. There are repair kits available which includes repair instructions with the parts, if you want to do it yourself, you can buy and repair it yourself. The color on my tv is all over the place. the picture is there but top portion and bottom portion is like a half moon type deal and will not line up-- please advise

Did you replace both ICs? If so check the solder connections if they are ok you may have the resistor that controls the blue vertical yoke open. Check the resistors for one being open if the solder looks good on the pins of the new ICs
