SOURCE: My new Black Max 24v drill charger will not charge the battery

You indicate that the drill is new. I'd suggest you return it for a replacement. Seems to be a defective or wrong charger. If you have problems and If you paid by credit card call the card company and have them stop payment on that charge.

How do I diagnose my aprillia city enjoy that the motor doesn't work anymore

You can download the workshop manual from a few websites, including this one APRILIA Enjoy City Workshop Manual
I would start by checking and cleaning the battery contacts where they connect the battery to the frame wiring harness near the seat post. The controller requires both 24V and 12V to activate the motor. If the battery gauge is indicating a full battery then it may be that the controller is not getting the 12V feed.
I had to replace the controller in my Aprilia because it had a fault. There is a lot of information on the Aprilia Enjoy models here. Endless sphere com

One red light flashes. I know the batteries are charged 17v. I've checked all connections. apmeter reads zero. What else should i check?

17 volts is a sign of one battery bad, or both. How old are the batteries? Check each battery separately for at least 12v. Check at the batteries themselves. If you don't get the 12 or greater reading replace the batteries. If you don't have insurance check at batterysharks.com.

Hello

Check the following:

* Circuit breaker on main control box is tripped
* Fuse blown (check fuse in main control box assembly).
* Incorrect polarity at battery terminals
* Dead batteries.
* Charging cable is still connected to charging receptacle
* One of the cable connections at the main control box is loose.
* Control connection cable disconnected
* Broken key switch
* Throttle stuck fully open
* Throttle control potentiometer broken.
* Speed potentiometer broken
* Battery voltage too low.
* Faulty charging cable.
* Charger not working.
* Charging circuitry in main control box assembly not working

If these check OK, the problem is likely to in the control connection cable or upper control box Verify that the upper control box is getting 24V. (Blue wire on red connector.)

* If the upper control box is not getting 24V, replace control connection cable

* If the upper control box is getting 24V, check key switch operation and verify wiring in the upper control box. Trace voltage from keyswitch on to find where the problem occurs. (Replace upper control box if necessary.)

* Charge batteries with a 12V charger or replace if necessary.

* Ohm test the charging cable - replace if necessary.

* Test scooter with a different charger, if new charger works, replace charger.

* Check wiring in main control box assembly - replace in line relay if necessary
* If batteries, charger, and all wiring is good, replace controller PCB. (Note the model number for the PCB, for example 1208-2330.)

Iv tried to charge my 24v battery but the charger is flashing very quickly and its not charging the battery

Either indicates the battery is bad or that the temperature is too hi or low to charge. Let battery reach room temp apart from the charger then try charging again.

Battery won't charge, 24v charger doesn't light up

Original battery is 130$+, or you can buy replacement for cheapest price (work the same). So, depends from the wallet, choose one... I found them on amazon, take a look:
1. cheapest one (about 30-40$): Amazon com 12N9 4B1 battery
2. Original one (130$+): Finally charging for our multi device world
I hope this was helpful. cheers
