You have to check the speed sensor near the mottor pully. If the speed sensor is fulty or if its coverd with dust then speed can vary. Another reson for speed variation is the Faulty carbon brush in the motor. I have added the picture of speed sensor for reffarance . Also the link will help you for the regular maintenance of the treadmill.
