There are two answers to this problem:
1) The suspension on the front swivel wheels on the Cameleon are adjustable. As the child gets older (and heavier), his/her weight might effect the handling of the stroller. It is recommended that the suspension be adjusted. To do this, move the suspension adjustment forward, as it increases its strength.
2) There has been significant conversation about this problem with the Cameleon's veering if the chassis was purchased before 2007. If so, contact bugaboo via bugaboo.com. Bugaboo will ask you for your serial number, etc. to research whether it is something that is obviously defective.

HIYA.... YOUR BEST BET IS... TAKE THE HANDLE BAR BACK OFF AGAIN. TAKE THE SPRING OUT OF THE SIDE THAT WORKS FINE AND TAKE IT TO YOUR LOCAL DIY STORE AND GET A REPLACEMENT, IF YOU CANT FIND IT ASK SOMEONE IM SURE SOMEONE WILL BE ABLE TO SEND YOU IN THE RIGHT DIRECTION... PROVIDING ITS JUST THE SPRING, IF YOU BUY ANOTHER TO REPLACE THE BROKEN/LOST 1

SOUNDS LIKE THE SPRING NEEDS REPLACING... INSIDE THE HANDLEBAR ARMS SHOULD BE A CROSSHEAD SCREW... UNSCREW THIS AND PULL THE HANDLEBAR OUT, THEN SEE IF THE SPRING IS BROKE OR MISSING AND REPLACE IT :)

2007 Model has two white rocker style handle release buttons on the insides of the handle one in the brake lever bracket the other directly opposite. If pressing them does not work and ones action feels different to the other try spraying a silicon spray into the hub. Look on the inside of the handle where it joins the plastic hub. You'll see a slot in the plastic hub and a wire rod, give it a generous spray and try working the rocker buttons to see if you get any improvement. If not you have a broken locking disk check my other posts on how to repair this.
