SOURCE: troubleshooting paper jam
You probably have a small piece of torn paper jammed right up against the paper jam sensor. You'll need to open it up and check the entire paper path for it. Even a small piece of paper can trip the sensor if it's in the right place. If you can't get at the entire paper path, you may need to take the printer to a qualified computer repair shop and have it done. Most shops won't charge you a lot for this job, and it can usually be done while you wait.
