The center part of the valve (stem) pushes up (spring loaded) to release liquid. If it leaks it can (and should) be replaced. Also, check the black valve seal (conical shaped ring around the outside) for cracks or splits as this can contribute to leaks. The entire valve assembly (similar to photo) should be replaced to solve both issues.
The cleanout tool is part # 43514001. The filter is # 90001398. Be sure to leave a 1/2 inch gap between the top of the filter and the bottom of the lid. If you need a manual, try model F5914-900 0r F5912-900 on Hoover.com
first thing you need to do is replace the disc filter benieth the conical shaped shroud. also there is batting in the upper part of the vacuum tat should be replaced once every 4 years as well as it gets clogged with carbonfrom the motor. this increases the air flow through the vacuum keeping the motor cool and increasing your suction as well. the disc filter benieth the conical shroud should be replaced every 6 months under normal use and every 3 months under really dusty situations, and if vacuuming up fine talk powder every month. also check for a clog in the hose by hooking the hose up to the blower port on the top of the vacuum.
