Hi from retired Englishman in SW France,
If it continues to fill EVEN WITH POWER OFF it is symptomatic of a malfunctioning water control valve- the hot water one, if the washer is hot and cold fill, and the cold one if it is just cold fill!
If it stops filling with power removed it is more likely to be the control board wrongly opening the valve.
Sorry but whichever it is it needs replacing and a service call ;-0(

It would be well worthwhile having taps fitted to the supplies to the washer in case something similar happens. The water will need to be turned off for when it is repaired anyway!

If this has assisted you please consider a 4 thumbs up for the rating.
Thanks and good luck!

Washer constantly fills with hot water even when turned off.

Sounds like a bad mixing valve. To verify that it is the valve you need to turn off the washer when it is filling. If water keeps running, replace the valve, Cost is under $50. for most washers.
