When the computer is off, unplug the power cord from the laptop and then plug it back in. See if the charge light (lightning bolt symbol next to the led) comes on or turns green/blue. If it doesn't your power supply may not be working, even if the light on the supply is on. Second is the battery may be damaged. Remove the battery and see if you can power on at all.
If it boots with only the cord, the battery is bad/shorted forcing shutdown.

To be very sure of what the problem is, try to test the your laptop with a another friend's battery, or through a technician first. If it powers, then try and test the laptop again with another AC Adapter, from someone who uses the same type, or a technician.
Trying out these two things will give you a clearer and better idea of what might have gone wrong.
Hope it helps you out.

Taken apart, looking for abnormal solder etc checked powers switches decided that this unit was acting like it may have shut down due to excessive heat issue. pulled battery on board, tested ok, re-installed everything and found that this unit now is active. Conclusion: I suspect the bios shut this unit down, hard reset correct this issue.

Same issue - solved by disconencting everything (main battery, CMOS battery, RAM, hard disk and wireless card). Held in power button for 20 seconds (HP say this removes any electostatic charge on the main board). Reconnected everything and machine booted to Windows. Ran HP's onboard diagnostics and everything checked out OK.

Your reflowing of the mobo did the troubleshooting for you. Your mobo is bad and most likely needs to be professionally reflowed. The problem with the ACER in particular is not knowing exactly what chip is the bad one. I know for instance the chip on an HP board is usually the Nvidia chip which does many things for that system. The blanket trick works more as a diagnostic tool than actually fixing the board for good. You are probably in a position to either reflow your board or replace the thing. Good luck
