What is the best video card that is compatible with my Dell Inspiron 530s?

You can use any PCIe X16 card you want, the only restriction being the power supply. Most of the high end gaming cards require minimum 400w supply with 600w for crossfire. The 530 comes with a 300w supply so, if you were looking for a card with out upgrading power supply you would have to stay within the 300w supply. I personally like the ATI/AMD Radeon HD cards because you gain sound and video through card but thats just me. If you are a light to moderate gamer and want HD video for tv monitor, etc. a midrange card, probably in the price range of $80.00 would ne good for you and could be done without upgrading power supply.

What is best way to upgrade the video card, since the power supply is only 300w .......

With just 300w you won't be able to upgrade anything. Just install a much more powerful power source then you can install whatever video card you want.

Try disconnecting the plug form the motherboard. If the LED stays lit, you may have a problem with something you touched inside. But, if the LED does not come on at all with nothing connected, the power supply is dead. 300W should be enough to run your computer, unless you have multiple graphics processors or too many peripherals, but just upgrading memory shouldn't make a difference. Make sure the memory is seated correctly, maybe try taking them out and putting back in, or check to see if maybe you loosened something inside while you were in there.

The simplest problem may be a failed power supply; these are junk and failures are common. The monitor is telling you that it is OK but is not receiving any video or sync signals from the computer.
Since you failed to tell us what make and model PC you have, no one can make a positive suggestion for replacement but it is probably a standard ATX form factor which you can find by the hundreds on eBay. Pricing is all over the map but you should be able to replace it for under $50 US. If you attempt this on your own, take a few snapshots with the case removed in case you get panicky when installing a new supply. Also, if your failed supply has a power rating below 300W, upgrade it and the new one will run cooler and likely longer. Add ~50% to the current power rating so ~450 watts would be appropriate.

if thats wat the specs say then thats most probably the max youve just bought one thats to powerfull, and y did you need so much power the most powerfull graphics card in the world needs a 750watt power surpply, your computer is probably not designed to have major upgrades, and by looking at the specs i can see that your computer well putting it simply is **** for upgrading the specs are **** (no offense intended) i suggest upgrading to a whole new computer if you want that sought of power and graphics

What power supply should I buy for a gt4022

The computer has a 300W powersupply from factory, I would buy a 400W powersuplly for it, depending what components it has inside, if the video card is upgraded to a new one 300W won't be enought, and in that case even 500W might be a good choise. if its with the original parts from the factory it should do fine with either 300W or 400W. ATX here are powersupplies: note that if the link isn't clickable then select it completely, copy and then paste it to your addressline to open the page.
