The straps are built in and Bugaboos solution is buy a new seat. The Bugaboo uses the same plastic buckle components as the Mountain Buggy, Mountain Buggy sell these as separate parts. If you want to unpick the buckle end and sew back new buckles thats the most economical solution. YKK the international Zip maker also have similar buckle systems.
I'm the Bugaboo fix it guy but here goes. I'll assume you had no luck with Graco customer service if not check out a Mountain buggy and see if their harness parts are compatible. If so Mountain Buggy do sell them as spare parts and they fit Bugaboo's so may fit your Graco. If that's a no go try a google for YKK and see if they have a local agent. YKK are the largest manufacturer of zips and plastic buckles.
I need the same buckle and just found the original manufacturer. The company is Prym and the buckle is an "overall buckle". Seems that black and white 35mm and 25mm width buckles are available. Check your local haberdashery for it!
Opening the main buckle should be easy - just press in the waist strap clips as shown in the instructions. Any problems could be referred to your local stockist, or with Bebecar U.K. directly on 01692 408807, email@example.com They can provide instructions by e-mail, and other advice.
