Its sounds simple but always worth a try, clean all the contacts on the charger, one will read the condition of the battery, If this is dirty, it may not be giving a strong enough signal to the charger and as such it will interpret the battery as faulty.
That usually means it is charging a battery. Do you have a battery in the charger? If so, put it into your camera and see if it is fully charged. If not, replace it i the charger and leave until blinking stops. If this does not happen within 12 hours the battery is probably defective.
I find its an issue with the battery itself. My triple AAA batteries charge fine, but my cheap double AA batteries from China do not gain any charge, and the LED just blinks. Not sure why, as they are labelled as NI-MH batteries.
Ok all mine had the same problem however problem has been solved! The power cord that plugs into the charger is a common cord you may have laying around the house. I switched the power cord to my charger and the dreaded blinking stopped! Its just a bad power cord to the charging unit! Hope this helps!

Blinking amber: A battery that is the only available
power source has reached a low battery level. When
the battery reaches a critical battery level, the battery
light begins blinking rapidly.
In other words, attach the charger to the laptop and let charge for at least 1 hr before trying to restart your computer.
Depending on where you are and if it is still within the new warranty period or not depends on how long or how much it will cost to replace the battery. Call the Distributor for Casio in your State or Country and they may even send you one out Free Of Charge.
