These units have circuit boards inside that have lights on them. These lights come on and tell you what the problem is. I have had 4 units do the same thing that yours is doing. The result has been that the compressor has gone bad. You have to get access to the control board to see the lights. There will either be one inside the inside unit or one inside the outside unit depending on exact manufacturer date.

Sounds like an interconnecting wiring error. Check wiring connection i.e. wires are connected in right order 1 to1 2 to 2 etc. from indoor terminal board to outdoor terminal board. Also check for slack or loose connections.

First thing I would look at is to make sure you have power at the disconnect 110 coming
in on each leg to unit. Second, I would look at the capacitor for obvious bulging or leaking
Third I would check to see if the contactor has burnt points or bugs in it. Your disconnect
may have fuses in it which may have failed as well .
(All checks of the unit with power off to all breakers as there will be more than one
double breaker supplying power to the unit).
The hum you hear indicates that the contactor is pulled in on the outside unit but still may
be burnt or have ants or earwigs especially in between the contacts
. The capacitor can hold a charge even after equipment is off so discharge it to the chassis
before removal. Replace only with same Microfarad rating and equal voltage or higher
Remember to mark the wires as to which came off the HERM / C/ FAN terminals or take a
cell phone picture.
I have just replaced my intertherm condensing unit after it had it's 3rd compressor failure.
It was more cost effective than buying a compressor and hoping all the other components
were going to last.
