we need to restart the computer in safe mode( press f8 keys a few times right after restarting the computer). log on to the admin account...on desktop screen click start button > click run > type msconfig > click ok > you will get system configuration utility screen on the top right of that window there is a tab start up > click it and click disable all click apply and ok..restart the comp..
if it works well and good otherwise after clicking on disable all under start up tab > there is a diff tab next to it called services > click that on bottom left you will get a check box that says hide all microsoft services > check that box and click disable all> apply> ok> then restart the computer it will work
if not > then you need to re install the operating system

On Toshiba laptops this can be done only by a hard BIOS reset, and this can be done only by the dealer, by rewriting the BIOS with a special device. Time to take it there, luckily it will be cheap, less than $40.

laptop either needs a new Cable from the Motherboard to the Screen, a
new power inverter, or a new screen. Most commonly, I have seen the
video cable get smashed between the hinges/plastic case, and this causes
the wires to break apart, leading to a black screen.

If the display comes back, slightly, when you lift the display lid up and down, this would be a sign that your cable is bad. If you get no reaction from opening and closing the lid, you may have a bad inverter or screen. It is most commonly the inverter or the cable.
If you have a spare monitor, you could plug it into the VGA connector on your Laptop as a temporary solution. If after plugging the monitor in, you get no display, try pressing Fn + F5.
