Very simple, do you have a 12 volt light tester, or multimeter?
First thing to try is to remove the thermal cut-off from circuit and try it. That's the little diode like thing inside the plastic sleeve below pressure relief valve. Remove it from the circuit and hook female spade from end, directly to thermostat where other end was before. If that does it, replace thermal cut-off.
If not, start testing for 12 volts when trying to ignite, from one side of thermostat, then over to ECO, or just go directly to gas control connection. If 12 volts getting to gas control, thermostat and ECO are o.k.

Your electrode acts as flame sense as well. Remove electrode and clean it thoroughly/carefully especially at end where flame would be sensed and retry. Be sure connections on high tension wire is good and clean as well as connector and contacts on circuit board as well. If still same result, replace electrode.
