Sounds like a sensitivity problem.
1) Go to "Control Panel"
2) Go to "Mouse"
3) There should be a slider bar that says "Slow" "Fast" just make it slower an it will slow down the mouse.
If this is only happening sometimes, it could be that your system is bogged down. You could try closing a bunch of programs that are loading on startup or getting more ram for your machine.
