Specific potential is not required or the limiter is activated as the potential is controlled.
I beleive it is the Potential of the "drum sensor"
there is a sensor that reads the drum and adjust the machine, this may need to be adjusted, cleaned or replaced. Has to be done by a tech.

Hi, the waste toner is located inside drum unit.
When you open the front cover and left sideway door, realese blue handle, and pull out the drum unit ( may be little dificult to pull out - but pull harder ).
On the top of drum unit there is cork, remove it and vacume the waste toner out.
Put it back and it will work.
