this unit has an optical-eye, not recording heads. opening the drawer then unplugging unit will expose the eye. never look into the eye when unit has power. this x-ray can and will burn your owh eyes lens&retina. good luck. clean with 90% isopropyl alcohol and q-tip. mch

If fail unplug and hold power button for a minute or two and turn it on and repeat.

SOURCE: I have panasonic DVD Recorder

The problem of your dvd is the optical lens. In cleaning the optical lens you should be very careful and be sure to unplug the unit, first remove the cover of the dvd,. You will see the dvd rock, and has a cover try to remove the top cover of the dvd rock and you will see the optical lens then you can start cleaning the optical lens but be sure not to touch the lens, you can use a cotton buds and then wipe it gently.

If you're lucky, just turn your recorder off by unplugging for a few minutes with the disc out, turn it on and insert disc and it might read otherwise your computer dvd-rom/burner might be able to read it with the proper ripping software.
