SOURCE: Bissell Lift Off Broken Belt and Brush Roller

I live in Wa. state, so it would be alittle far for you to bring in. But take of the bottom plate,( brush roll #2032085, sells for around $18, belt is style 8, #2106679 for about $4) then you can get to the brush roll and belt. You just need to find somebody who sells vac. parts to buy them from.

SOURCE: bissell revolution roller won't turn

these things are VERY sensitive to the roller being perfectly free of any haor or stuff. Clean the roller completely, put a new belt on, and make sure it is all turning perfectly before you plug it in...

SOURCE: I have a Bissell Lift-off

its probably the motor. remove the covers with a #2 phillips head screwdriver and cut the wires to the motor ( unplugged ). purchase some crimps at radio shack to resplice the wires together in the same fashion.

Your motor is must likely bad and you would look at around $60 to $70 for a new one.

SOURCE: Bissell Lift Off Broken Belt and Brush Roller

I had the same problem. I found that the brush actually melted to the end cap (the one with the square/ovalish end). I was able to pull it off with some force and applied some WD-40, but that only worked for one more use. The brush has again melted to the end cap and it is too deformed to try and fix. I suppose I will have to search for a new brush, but this model obviously has some innate flaws.

That means that the belt is worn and is starting to slip. You need to replace the belt. Here is the belt you need and a manual you can view with instructions:

Brush wont go round but the belt is ok

The belt may look okay but it can still be stretched. If it is stretched it won't turn the brush against the resistance of the carpet. Here is a link to the belts you need and to the manual which has instructions:
