Our office's IBM Wheelwriter II quit working two days ago, worked yesterday, and has now quit working again. The letters are not getting struck. The thing that hits the letters on the wheel is not moving at all. Its movable by manual power but is not working when the keys are hit. Everything else seems to be working fine.
The solonoid cap is a definite possibility and can be replaced if you have a little mechanical ability but if it comes an goes there is a good chance that the solonoid is gummy, spray some WD40 on
the solonoid plunger especially the back part. Remove the ribbon the solenoid is located just inside the L. printer side frame.

There is a pad on the end of the printhammer cylenoid, that contacts the printhammer, and causes it to function. It sounds like this is what happened. The pad is made of a yellowish opaque plastic. Get a flashlight and look down the left side of the printhammer. Down toward the bottom there is a screw with a locknut where the pad contacts the printhammer. There you will see the remains of the pad, the pad, or a bright shinny metal rod that the pad usually sits on. The solutions are, replace the pad, or the whole cylenoid with a pad installed, or adjust the screw until it contacts the cylenoid (which is best done with the printhead removed from the machine.
It also could be a bad cylenoid, bad circuit board, or bad power supply.
