Possibly overheating or previously overheated, these units are also prone to control box issues usually a buzzing noise at the unit it present if this is the case.

SOURCE: heater will work but cooling
If the compressor is running and there is still no cooling then the gas (feron) may have leaked out. It has to be refilled to make the unit work again.
