The manual says that a red light is a charging error. Green means it is charging and the light goes out when charging is complete.
The camera must be turned off when charging the battery. They recommend a full 8 hour charge for a new battery, then allow it to discharge completely (leave the camera on I guess) and charge it again "before use".

If the charging LED doesn't turn to green could mean a signal that the battery is bad or can't charge 100% anymore = too old, needs a new battery. Hope this helps.
i have the same camera with the same problem, i usually have to take the memory card out and the battery, put the battery back in but leave the memory out, it usually starts to charge after that small ritual. good luck
