Try soaking overnight with a strong solution of bicarb, say 3 tsp in half pint. Won't do your finish any harm.

To remove stuck on food use water (the world's strongest universal solvent). But add a degreaser. Degreasers change the surface tension of water molecules to make the water droplets much smaller. Once they are smaller they can get into areas to start dissolving what it could not approach previously. Detergent being a surfactant also allows mixing oils and water. Hot soapy water works better. We used to use boiling water in a chinese restaurant i used to work at. Boiling water helps alot. Since your food is charred it is more likely carbon sticking to the non-stick surface. Your non-stick surface must not be non-stick anymore due to using the wrong chemicals or pads on it. High temperatures make silicone type non-stick coatings fail too. If there is no more non-stick coating to worry about you could use an oven cleaner. Oven cleaners are made of caustic soda or lye. Lye is made from common table salt (sodium chloride) Oven cleaner is great at attacking carbon but not very friendly to aluminums or the finished paint on any metals on appliances. Use your own discretion.

How can we clean the baked on food from the oven racks and rack holders? Stainless steel cleaner does not touch it.

To clean the stainless steel without marking it you can first try non-caustic oven cleaner, if you use normal oven cleaner the acid in the cleaner will etch "eat" the surface of the stainless steel

I have the porcelain coated pans and the kids burnt chilled cheese and just can't seem to get it clean now

You can use spray-on oven cleaner, such as "Easy Off" or any similar store brand. Do not use oven cleaner on Aluminum pans, pans with non-stick coatings, or pots/pans with plastic or rubber handles. Wear rubber gloves when working with oven cleaner. It is a very powerful cleaner and can burn your skin.
  1. Put the pan in your empty kitchen sink.
  2. Spray it on generously with oven cleaner.
  3. Leave it overnight, 8 hours or so.
  4. In the morning thoroughly rinse and wipe all the areas you sprayed, including the sink.
You should have a clean pan and a clean sink. Refer to the oven cleaner's label for further instructions and safety hazards. Choose the type of oven cleaner that suits your needs. In my experience, "Fume Free" oven cleaners take longer and don't work as well. Seemingly, the more noxiously fumed cleaners, ie ones containing Lye (Sodium Hydroxide), work better and faster.
This works for porcelain coated pots/pans, stainless steel, steel, glass, etc. Do not use oven cleaner on aluminum pans, pans with non-stick coatings, or pots/pans with plastic or rubberized handles.

Having trouble cleaning splatters off Ingis Glass Top Stove.

Use DeBruce Polish- a true multi-surface cleaner. There is a transfer of particulates from pan to glass surface aided by the heat. The cleaner will remove this "staining". Also use on stainless steel rubbing with the grain- this is the one product that truely cleans the surface. Follow up with baby oil or a stainless steel "polish that is oil based to "seal"the surface.
