The two small little guides you refer to are a pair of switches that get depressed when the top is pressed down. In the top is supposed to be a plastic pin in the top of each one of the grooves. When both pins push both of the switches down (look like black dots) the grinder wil operate. The proper solution would be to replace the top.

How long should i grind the beans?

The simple answer (and I'm not being obtuse) is, "as long as it takes." Many factors determine how long to grind for. The most irritant is "What kind of brewing method are you using?" If it's French press, ten seconds might be enough. For drip brewing using paper filters, 20 seconds is probably better. You probably would want to use a "burr grinder" for making espresso. In the end, it's really a matter of trial and error, so have some fun with it, and ultimately you will find what works best for you.

Can I order 2 blades for my 1119 Toastmaster electric coffee grinder?

The grinder is available for under $20 (Amazon.com sells it for under $15). At that price it's a throwaway item and no parts are available.

Search online for "Kitchenaid 8204548" that's the parts list. It should take you to a Sears page with the parts you need.
